asp.net - How to make assembly at lower framework -

i have vs 2010 installed on machin.i using 1 assembly(third party)in project assembly's class not visble in project.same thing when doing in office ,it working fine.in office have 2013.when making target framework 4.5 in office, working fine.how can make assembly version 4.0,because can't upgrade vs 2013 now.it require time , net speed.i tried upgrade framework 4.5,but os windows 8.0 has.i unable see 4.5 under visual studio.what can now?

check out question targeting .net framework 4.5 via visual studio 2010

bottom line: unpractical target .net 4.5 vs 2010.

first answer says impossible:

visual studio 2010 , beyond allow targeting of prior framework versions cannot used future releases. must use visual studio 2012 in order utilize .net 4.5.

while second answer offers ridiculously complicated solution:

there pretty limited scenarios can think of useful, let's assume can't funds purchase vs2012 or effect. if that's case , have windows 7+ , vs 2010 may able use following hack put seems work (but haven't deployed application using method yet).

this seems overkill me, may check out if want.

as question changing .net version of assambly 4, impossible change .net version of compiled dll. check out answers question aswell: why cant .net 4.0 project reference 4.5 assembly?
