java - Getting Cell ID of a different carrier -


i've been trying make app uses cell tower id's determine location of bus travelling in. first need working on single bus. have decided test on college bus goes through specific route everyday. ask students travel bus install app. once installed, app collect cell tower ids in route bus goes , create database of it. later when person wants find out how far bus pickup, can use app.

now question whether can cell tower id's of carrier other mine, or can carriers cell tower info.

i'm not 100% on one, think in order access carriers outside own, have have roaming enabled. keep in mind if case, may charge it.
