tcp - The socket connection to localhost failed..ErrorCode: 10061 -


when type localhost on browser , unable connect..i getting 

the socket connection localhost failed.  errorcode: 10061.  no connection made because target machine actively refused 127.0.0.1:80

how can fix it?

you start web server on localhost listening on port 80. @ present there isn't one.
